Questin Francis is not a typical high-level consultant who sits in a boardroom. His expertise is rooted in the daily operations of municipal work. Working directly alongside inspectors and city engineers, he gained hands-on experience in everything from industrial backflow inspections to assisting with budget studies and water rights administration.
This diverse background includes operational experience supporting the data collection for EPA-mandated lead pipe surveys. In this role, Questin acted as the vital link between "boots on the ground" field crews and the central GIS dashboards.
